It's a map, mostly. The background is from [url=http://www.garrysmod.org/downloads/?a=view&id=58099]gm_reaction[/url] and was taken inside the skybox rather than the actual level. The foreground with the two ops talking was made in a different map and was isolated and pasted onto the background.
