You're right. I tried changing it to "posing in progress" but it wouldn't let me.

The "in progress" title is referring to the meta-ness of the first picture. It's a GMod screenshot of two metrocops making a GMod screenshot. It's "in-progress" in the context of the image, but the actual image is complete.
