The lighting is amazing as usual, especially on the rifle. The edited-in folds in the clothing are superb. The motion-blur is also good.
The dust looks nice but it is pretty 2D. Needs some shading and highlighting.
The texture work on the walls looks good.
The buildings look mega-pasted on and flat though and the sky is poking through a corner at the bottom of the picture by the looks of things.
Looks really nice. As Chesty said, the lighting is fantastic.

I put a hole in one of the walls to make it look more 3D but I'm not sure what to do about the other one
No me neither. Is the isolation dodgy or something? It looks like they have a strange outline. Perhaps if you try erasing around the edges of the walls on low opacity with a soft brush just a tiny bit, making them less sharp.
I think I'll just blur them. I kinda fucked up the layers on this one, so the sky is actually on top of everything else, it's weird.

Dodge and burn. The most underrated tool on this forum.
Actually it was mostly the brush tool and my tablet. But I agree, dodge/burn tools are wonderful assets if used correctly.

I probably would have added a little more visible smoke out of the pistol, but otherwise this is damn fine work.
The only thing that I can possibly think of is maybe a bit more shading on the American. Maybe some shadows from his head cast onto his arm or something. You work always really shines when you add those beautiful sharp shadows
Also, the posing on the militaman seems kind of strange. I know he's getting shot and all, but it just stands out a bit too much.
Everything else aside, it's always awesome to see new stuff from you Uber. With your inactivity I thought you had died or something.

I used a DoD:S model and painted over it. Look at the original to see what I changed
