I'm no expert on turtle biology (or even regular biology for that matter) but judging from the position of what I can only assume to be its head, eyes and mouth, I'd wager that's a tongue.

Surprising you noticed, it's actually a purple broken texture, for some reason some models i download have that kind of property. Like i have a pirate and he has purple teeth untextured teeth, looks weird as hell when i facepose him to smile.
