It's really your preference. I think half the fun of building on Garry's Mod is who you build with. So you really need to find out for yourself since there are a lot of excellent servers out there, but the people who play on those servers vary and you may not get along with all of them.
Personally, I build on Nodex, mainly for the people who build on there and for the server's ECS. There are lots of knowledgable people there who are willing to teach you what they know as long as you have simple manners and respect.
But there are so many servers out there that are all great in some way. So branch out and explore which ones you like, start with the low ping ones and work your way up, don't be shy and make new friends.

They do this so that no mingebags spawn some crazy lag concraption and drive it around instead of actually building.

My friend Warstories is getting a build server, he needs to set it up. It should be soon but in the meantime I play on GRW. Great server, 2 people from FP are there. I wouldn't play on Toshkent though. Unless you are a goon, most people ignore you there, happened to me; plus it didn't any of my favorite tools.
The server (ggg) was reinstalled, just wait 'till the tools are back.

I don't really get your "Ignore my grammatics, I'm on vacation" reasoning but i don't really care about grammar so what the hell.
I usually avoid servers with stuff like "Pro server", "Best builder", "Advanced", "Wire help", "Professional" and with lots of odd characters and clan names in the server name. These tend to be filled with idiots.
Servers with lots of smart-weld, multi-nocollide, smart-constraint kind of tools also tend to be laggy crap servers with owners not know much about building.
Lots of stupid addons is another good sign of lagyness and stupidness amongst the owners. If you have to download 99999 lua files, textures and sounds to join the server it's probably a good idea to leave right away. If a server forces you to download that much shit it's either got way outdated versions of addons such as wiremod or phx, Or they just contain alot of crap. Special made maps for servers are often horrible aswell so don't bother downloading them unless you've heard good shit about the server.
Servers with loads of restrictions are often very bad aswell. Not trusting players with any tools is often a sign of admins not being online enough to take care of the server. Or it's just a way to give players who ass-lick enough special privileges.
To many admins is another sign of a bad server. When you see a server with like 7 admins on at the same time it often means that the owner shit admin positions while on the toilet that can be grabbed by anyone from the closest sewer pipe. This leads to stupid children or just plain idiots getting to kick and ban whoever they like for whatever reason, Or just destroy your stuff or anything else that might be annoying.
I myself play on either Nodex UK, GGG Toshkent and Gluttony.
Nodex for it's good building tools which can only be found on their servers. Toshkent for Armored Combat Framework and Gluttony because i like lawliet and the times i've been there it has seemed like a good server in general.
Start a listen server, invite a few close friends.
Guaranteed fun.

I don't mind the restrictions that much - but I had the benefit of being fast-tracked when I dropped by by an admin.
