you must always use the picture itself to tell your story, not its title. i don't see anything that would hint at the scene taking place in the HL world.

I agree with Joazzz to some extent - the image should tell the story, but a title can add to it as well. Still, in your case, it has no resemblance to the Half-Life universe, and forcing it by adding something of the Combine like you suggested would add nothing to the picture either.
That is to say, it's perfectly fine as a standalone piece. If you meant all along to make something related to Half-Life, it doesn't really show. In the latter case, perhaps next time make it with the visual style and story of the games in mind.
