I need a screenshot to be as close to 8.5" by 11" as possible. Is there a console command or something that I put in to increase the resoloution/size of my screenshot before I take it?
My guess is... the screenshot section is for screenshots. And your post should go into the help section.

Increase the resolution in the options menu.
Usially in the video/advanced tab
I'm pretty sure my resoloution is at the highest. But my screenshots usually take up about 1/3 of a page.
Take it in Photoshop and resize it. As long as you don't mind it being a bit blurry.
Some image hosters resize the image.
garry's mod is based off of a game engine, so long story short the answer is that you can only take pictures that are as big as your resolution and not ones that are a specific image size that works in picas, millimeters, inches, cintemeters, feet, etc.
if you want to get a 8.5x11 piece of paper filled, your best bet is to stitch everything together. I think there's some tools that can help you with that ingame on garrysmod.org. Hell if I know -- I don't bother stitching.
