[HELP New Update] Workshop downloads don't work for servers?

Okay so I have a file named workshopdl.lua in lua\autorun\server\workshopdl.lua and in the file I have all of the workshop code like: resource.AddWorkshop("400340450") for example in order of;
ex:
resource.AddWorkshop("400340450")
resource.AddWorkshop("400340450")
resource.AddWorkshop("400340450")

And when I join the server the server seems to "download" them but when you get into the game none of the models or materials are downloaded. If you guys could help I would really appropriate it.

*NOTE* Before the needed server update everything was working fine*
