Lua Coder for racing gamemode needed. CASH INVOLVED

Hey, i'm wanting someone to make a racing/need for speed like gamemode where you're in a city, buy cars and parts and upgrade your car. You can also challange other players, whereas in that race one is going to get as far away from the other and the other should try to ram the first player/follow him for 60 seconds.
There should also be a bit of free roaming in a city in the car at night and have race tournaments.
I'll pay 95$.
