i tried setting the relationship, and using SetTeam, but it seems combine_mine isn't an npc. i'm trying to make it friendly to team 1.
i guess i could just check the distance of all players to the mine then enable it if enemies are close only. but i dont see a way how to disable entities' thinking.

You could aslo create your own mine Entity/NPC and use the combine_mine model and recreate the behaviours.

what this guy said, it'd be easier and more efficient in the end to create your own entity for a mine than it would be to fuck around with black magic trying to change how the hl2 entity works
