Combine stay still while shooting even with nodes

I added info_nodes all over my map, and yet combine soldiers still stand still and just shoot like dummies and are super easy to kill.

Did you save the new nodegraph into the graphs folder, and restart the game?

Yes I restarted the game. The nodes are part of the map.
