Making a sandbox-derived gamemode, need a bit of guidance!

Basically, I want to derive from sandbox, but greatly restrict spawning and tool usage. I don't want regular users (non-staff) to be able to spawn props, NPCs, weapons, entities, etc. In addition, I want very few, if any, of the tools to be selectable and usable.
I'm poking around the tutorials and stuff trying to figure out just how to customize it like that, but haven't found it yet. I'm posting here so that maybe someone who knows exactly how and is willing to help will tell me how!

EDIT2: Hooray, zzaacckk basically solved all my problems tonight. Now I get to play with each tool and decide whether or not it'll be usable. It's been far too long since I played sandbox.
I did not know any of those (other than G.DeriveGamemode) existed. I thank you, zzaacckk, for being so helpful in both my threads. You saved me a long hunt for very specific hooks that I may not have found on my own. I had a revelation, and this rendered my question on the previous thread unnecessary, by the way.
