I want to make a ulx command for players that are being jerks that would check if they had a weapon, and if they did it would strip them, so as long as they are marked by the command it will continue to strip them of weapons if they have one.
I think URestrict already does this.

Alternatively, you can create a custom ULX group that spawns with no weapons and does a bunch of other shit to the player, such as make them walk super slow, then add whatever bad users you want to that group.

Urestrict is an addon for ULX that lets you restrict things such as weapons that players can have.
I don't know where you can get a working version though.
well how would I make a group that does that, because you kinda read my mind. I want a group that cant type, voice chat, or use weapons, and also if possible have a player flag over their head that everyone but them can see, to let others know that they are in the punished group. Like a command that would add them to this group and take them out would be nice, as I just want to make a group to punish misbehaving players for a while.
I just checked, URestrict is sandbox only.
