ULX manage permissions sometimes not working

I'm having a problem where the ulx manage permission tab is not working sometimes.
Here's a screenshot (anything but "Has access to:" is just missing):

Anybody else getting this or even knows how to fix the problem permanently?

Can't change CVars then too.

I've had this error before, but I honestly cannot remember how to fix it. I feel like removing and reinstalling ULX and ULib, as well as removing the ULX data files clientside had something to do with it, but it was a few months ago.
