Can someone post an wire E2 code for weather?

i want to make an wire E2 code to make the weather mod v5 (download below)

i want it to make day and night with like 4 min between. And random rain and storm, and so on.
It's console commands so should'nt be so hard. i tried to make it my self but i could'nt make the random rain and that.

If you decide to help you can make it so you need an "Timer"
