mat_fullbright 2 replaces all albedos with a grey tone, leaving just lighting information. It's for debugging [url=http://developer.valvesoftware.com/wiki/Lightmap]lightmaps[/url].
I think it could make a great effect now.
Very interesting. I'd guess the reason the gm_construct displacement looks different is because it's a blended material—one of the base textures is getting replaced with gray and the other isn't.
