i have it on true and it says "You are unable to /lottery." not sure what to do
Then reinstall your gamemode; if it is really set to true, there shouldn't be an issue.

will I have to get rid of everything that I have in it?
Just back the folder up before you reinstall the gamemode.
Are you sure that there isnt any thing that is missing that causes this to not work
Are you using the darkrpmodification addon?
Change the setting in there.

ya I am but it wont let me do lotteries not sure why.
