2 how to run console cmds on the client that need sv_cheats to work but with out sv_cheats.
on question 2 what commands do you want to run?

2: look at the ConCommand and RunConCommand functions. sv_cheats can't be run because it's blocked, along with a lot of other ones.

Use gm_cvar2 to change the flags on the command.
