Can Garry's Mod's lua refer to an outside source when given a file path?

If I were to give the Lua file a file path to a website's .mp3 sound or something similar would this work? Or does Lua only take local files into account when looking for a source?
Reason why I'm curious is because my gamemode plays sound, however it'd be a lot nicer if it could play it live so people don't have to go through the long wait of downloading those sound files.

It's for a OpenAura schema, however people aren't DLing the sound right from the FastDL.
It's supposed to be music played when the player joins, and only the client can hear it.

You have to realize OpenAura is a very complex script, and the music eventually fades out.

That's an example of joining, and it's supposed to play that music. However the FastDL for those sound files doesn't work right.
You can still use a goddamn HTML player, just make a panel, hide it and play the music, many players support fading out.
