Dedicated Gmod server launching locally?

I believe my server is launching locally, as my server ip is 192.168.0.12. No one can join my game, and yes, I have port forwarded. Please help.

I had this issue earlier. I was creating a server by using steamcmd as well as just trying to host it locally. I had opened my ports, even done a completely firewall shutoff, and nobody could join. Defeated I reset my settings (except for the Gmod Ports to open) and got off. The next day I had all these randoms + friends joining as I coded my gamemode. Try resetting your PC and see if players can join.
