One of my friends are hosting a server everything works fine except one thing.
The normal chat doesnt work. You can only see what people write every half minute? And he doesnt get any errors in the Server console?

Do you have ULX or any other admin mod that interferes with chat? Maybe one of your admins did what someone elses admins did to them and set the chat-spam length to some high-number meaning people could only chat every x minutes...
