Servers that show 10/8 slots are actually 10 slot servers, but they trick the steam browser into thinking it's only an 8 slot server, thus making it appear as if there are more players than the server's limit.
However, you're talking about something different -- faking player slots, which is using tricks to make it seems like there are more players in the server than there actually are. In a server with 10/8 players there can actually be 10 players; however, some servers do use a script that fakes player counts in order to boost their ranking in the browser.
The latter method, faking player counts, is highly frowned upon, and I doubt you are going to get any support from Facepunch on your endeavour if that is your goal.
