Sorry if this was already requested/done, I can't search anything on facepunch due to it being down, and I can't find one on gmod.org
Simple idea, a stun grenade. The longer you stare at it the longer you're stunned. NPCs should freeze for about 4 seconds, while players should freeze for about 3 seconds. I don't exactly mean freeze though, I mean freeze for NPCs (unless you want to actually make them player-like) but for players, it's more of the motion blur effect with slow mouse movement and having a hard time shooting. Just simple as that.
