attempt to index global 'effects' (a nil value)

I keep trying to do this in my swep
effects.Register(EFFECT,"lightning",true)
but I keep getting that error.
and of cource as the title says, the error is.
[addons\displacer\lua\weapons\weapon_cm_displacer\shared.lua:509] attempt to index global 'effects' (a nil value)

I have the effect Register thing in lines 509 AND 538 just so you know
