After downloading the exploit patch and following a guide, I cannot run a script!

The coughing 'virus' that has been passed via gmod has caused me some big issues, so I followed this guide:

C:\ProgramFiles(x86)\Steam\SteamApps\common\GarrysMod\garrysmod\lua
directory.
[B]NOTE: the folder 'bin' existed before this virus ever existed, and everything worked fine. I placed the lua file back in it's appropriate spot (which worked pre-cough infection), but is not read by console, not even as a command or anything. ( The lua file creates a command ) [/B]
The .lua file I wish to run is inside that path, but sadly, I am unable to run any script. **On top of this, my 'bin' folder is also missing from that path**.
Any help is appreciated, thank you.
Side note: I attempted to manually add a bin folder, but had no successful results. (Nothing downloaded into it; launched gmod multiple times.)
Side note two: I have disabled both sv_allowupload and sv_allowdownload, both to flag '0', but I don't know if if they're enabled or disabled (currently).

Whoever wrote that guide is mentally handicapped.
1. Complete delete your GMod folder.
2. Turn off Steam Cloud Sync for GMod (Steam -> Garry's Mod -> Properties)
3. Reinstall.

Hah. I just uninstalled Garry's Mod.
It's very shocking to see I've collected about 20 gigs of addons.
