New to server hosting, need some info pertaining to my server telling people they dont have certain

Is there any way to force someone thats join my server to download the map from the workshop instead of simply just telling them 'oh you dont have this map, sorry, you're f*cked' and kick em out?

After a round ends, in the 'end round', we can't damage each other for some reason.
Know how to fix that?

And are there any copy and paste playermodels for servers?
Im having to dl ones from the workshop and then create lua files and edit them so that they show up and it seems a bit too much work.
Edit: and im using a gma converter.
1. Unless you want to pirate one from a leaking site then not as of now (someone may release one in the future)
2. An alternative to Workshop is garrysmod.org but it's more outdated.
