Learning lua is an extreamly time consuming process and requires a great deal of patience and willingness to stick with it no mater how slow progress is. I recommend you start by reading up on a very basic language like Python (just as an example, any simple language with a good number of online tutorials will work).
Once you understand programming basics come back to lua and start fiddling around, reading alot of the documentation, and looking at how other people have made their mods. I find darkrp's entities are a good example for beginners, however there may be other mods that you may wish to look at as well. For more complex rendering examples wiremod is ok but the code is rather advanced.
In conclusion, money will not help you learn how to program, time, effort, and dedication is the only way.
