So, whenever I play on a MilitaryRP Or HL2RP Server they have the character creation menu in the beginning. Anyone know where a tutorial is to make one or possibly a download? If none maybe you will have any other ideas?

No tutorials or downloads, you will have to make one yourself from scratch to suit your own needs.

You could start off by learning how to create a few derma menus.
Or how to code in Lua for a start.

I would check these [url=http://maurits.tv/data/garrysmod/wiki/wiki.garrysmod.com/index7a06.html]tutorials[/url] out. They are what I started with when I was getting into glua years back. Some of the tuts outside of starter tutorials might be a tad out dated though.
