I am currently working on a gamemode for Garry's mod and i'm going to add sweps to my gamemode, do i have to make my own sweps to use or can i just download any from the Steam workshop? Do i have to ask for permission or is it not necessary?

You will most likely have to ask permission, unless otherwise stated on the workshop.
If you are releasing your game-mode or selling it, then you will have to ask permission. If you are using them on your server and they're made available on the workshop ( by the original author; resource.AddWorkshop to have client download their addon when they connect ) then you don't need to.
