How to enable cursor with movement restriction

i was using gui.EnableScreenClicker but it does not restrict movement.

For example when you press f3 in darkrp , it enables cursor but it doesnt let you move with WASD.

I need something like this.

Ideally ones that don't rely on the client entirely. Obviously the server needs to know when the player should be "frozen" so trigger the mouse being enabled on the server, and network it to the client.
