Make a derma menu show without context menu

For example the vote menu in DarkRP. How does one make sure that the derma menu can be brought up but without disturbing the player with the mouse?

Create the panel but don't call MakePopup? Then use PlayerBindPress or Panel:OnKeyCodePressed to vote or something?
