Emit Sound Player

hey Facepunch, i want to know how i can create a command to emit sounds for players i select like "soundplayer cudex sound.mp3" and the sound will get played on the player named cudex, also i need to know how to play a sound on all players at once, like "soundplayerALL sound.mp3"
