Hi everybody my name is soarplex and I want to learn how to code. I want to learn how to code huds, F4 Menus, printers, and etc. Where should I start?

Begin at the wiki, there is also alot of helpfull threads and people on the forum which you can ask questions about.
You should first learn basic Lua if you dont have that knowledge already as it would make using the gmod environment easier as you dont have to worry about basic stuff too.
You can also check out my youtube which has a bunch of tutorials on it if your prefer visual stuff.

Heh it makes me laugh how you help people and promote your channel at the same time.
But yeah, as OV3RR1D3 said you should start with basic stuff, like understanding how some parts of codes of simple scripts work, understanding the basics and else.

I for example learned by taking a look to simple scripts and understanding how some parts of the code worked, and what the functions did by taking a look at garrysmod's wiki ( [url]http://wiki.garrysmod.com[/url] ) and also by doing "Frankensteins", which is basically getting different parts of different codes, joining them together and making them work.

To be fair, they didn't even post a link, I wouldn't really mind it.
By the way I do people make it where whenever they edit the darkrp files on the server it automatically refreshes. I hate restarting my server... just to make a simple change,
It does that by default. What code editor do you use? I think Notepad++ has a setting, which is on by default, that does something weird with saving files and breaks gmod's autorefresh.

It wasn't ment in a way to promote my channel. The reason I started my channel was because alot of people came to me for help, and alot of people learn better with videos/visual examples. I suggested checking out the wiki first and use my videos only if he had no other option.

as long as it doesn't inspire a bunch of hacks to start posting their YouTube channels I see no problem with it
