So what's the situation on implementing custom shaders?

Every time someone mentions shaders, everyone literally goes silent and avoids them. I understand that the shader system source uses is large and complex, but there are literally zero threads that accurately explain why GMod is a totally different situation compared to other source engines.
It's not going to be added anytime soon, if ever.

Can you then explain what's holding back GMod from accessing pre-compiled shaders from other games?
We obviously don't have the source code of those shaders for the engine to "know how to use them".
Stupid question, but why are there things like the Source Shader Tool readily available for other mods and yet not much for Garry's Mod?
Maybe because is source 2007?
I'm not asking why SST isn't out for Garry's Mod, but instead any work with shaders at all.
