Anyone know of any rideable horse addons for GM13? If anyone was willing to make one, I could pay provided it stays private.

Indeed. It has the horses and if you get the Skyrim possessor, you can 'ride' the dragons and such

Uh, nothing suspicious here.
The only issue with the Skyrim SNPC's is the playermodel location in worldview.
