You tried verifying the game cache? Right-click on Source Filmmaker and go into Properties->Local files, then click on [B]verify Integrity of application cache...[/B]

Which mod do you have selected in your SDK Launcher when starting SFM? Have you checked if the gameinfo.txt is present in the corresponding folder and with useable entries inside?
Try restarting steam, if you haven't already. I've had a similar error that was fixed like that.
