mat_reloadallmaterials is what you're looking for to reload all materials

There's one better way to find the texture file for the materials :)

It's right after the .mdl and some bones part, you'll figure it out.
models/player/items/pyro/pyromancers_mask is the material you're looking for, for the default style. If the hat has more styles (this one has) i guess you've already seen the s1, s2 which are following, which in the element viewer go like
