Your 200GB Gmod folder is caused by you joining 20'000 servers then downloading their content and never emptying that folder where it's stored.
And dupes will be necessary, just because Gmod is pestered with 12 year olds posting dupes like "I ned acvhiement plz liek" or "Alyx doing da sex numbeh on clone" doesn't mean dupes shouldn't exist. They are very light weight and useful.
I've seen 0 good or useful dupes in the steam workshop.

I presume you already know this, however just in-case you don't you can lower the filesize of your Garry's Mod drastically.
If you're on Windows simply navigate to:
STEAMLOCATION\steamapps\common\GarrysMod\garrysmod\downloads
Workshop dupes are entirely useless, I agree. A forum or creator space to download duplications would be much better because it would keep the workshop clean for maps etc instead of spammed up with minecraft style swastikas.
