Server owners can ban you without a reason... you aren't banned from the game. Just that server.

VAC-Ban is a ban from Valve (steam) itself. Steam reads out the files on your computer, to make sure you are not using any cheats for any game. If you are playing rust, you can get kicked for the game and get a VAC ban for cheats installed for another steam-using game. Anti cheat has a strict policy about cheats and cheaters: once a cheater, always a cheater. (also applies in real life!)

You seem to be server-banned. Try another server. Server owners can ban you even for saying "hi" in chat, without getting consequenses.
