So I had the idea, How about introducing "lock pick's ?" These could be used for multiple things. but mainly I was thinking about this situation.
You would have to craft lock picks with (25) metal frags and ( 1 ) High Qual metal. These would be used for picking the better loot crates such as ones at launch for weapon crates in the world. The loot could be adjusted to be better in the purple crates and such.
Make them a default BP so even naked could have the chance to make them by recycling. I think this would just add more resource to the game and make people work a little more for better loot. It could be fun and i'm sure simple to introduce with the great devs.
