Some of them have 10+ years of experience and still work for only $11 an hour, anyone in the UK or US will never compete with them at prices that low.
They do it because they are somewhat rich over there with that kind of money :)

Also you get what you pay for. My friend hires outsources through odesk for around that price. The code always ends up being unmaintainable, buggy and full of sql injections.

Since its a web project you would probably have more luck asking over at http://facepunch.com/forums/353. Although honestly the price point is way too low for the amount of work that would be required. At least too low to probably interest anyone here.

That's why I'm asking you to toss offers our way ;)
I've tried the web dev section in the past for design work but nobody is interested over there.
Pshh, PHP is for wimps. My Lua web server is where all the dames head to.

It's even built for panels
I have 3 years of experience with delphi, can I have the job?
Weird, I'd figure you guys would be jumping all over this. If it's the price we can certainly discuss it - let me know :)
It's probably because the offer is so high people are worried they'd mess up.
I can do a Hello World in DarkBASIC. Am I qualified?

(though I have wanted to code a system like this for experience for quite a while. I'm not knowledgable/professional enough to attempt this.)
blocking me is not going to get it done, thanks for wasting my time tho.

Was watching the DOTA 2 turny :(
Send me a PM if you're interested with some previous work - thanks!
(To others, please don't add me to steam for this - would prefer to communicate through PM instead).
Let me see if I understood, you want a full WHMCS/SolusVM replacement? Complete from scratch?

Correct. It doesn't have to have the -same- functionality on the admin backend, but we do want the same functionality on the clients end.
It's still a lot of work for 10k, just wondering why you don't simply use SolusVM CP, maybe I missed something.

To clarify we may or may not be willing to go above 10k. It really depends on your previous work and if you're willing to go through with the job.

Just so it's clear I'm not really available, I've got enough on my plate, but I was wondering the motivation behind it. It still seems a lot of work for 10k, it's true that vulnerabilities can be an huge problem, but do you expect high quality with that price? You risk getting even more vulnerabilities if you choose to go through a random person.
Not to mention that the current Security Audit SolusVM is facing can result in a really secure product. I really doubt a single/small team of developers with a budget of 10k can produce a product of higher quality (read: more secure). You can also take a look at the competition, most have some kind of vulnerability, and those are made by big teams with big budgets.
With that said, it's not my place to say where you spend your money.

While I'm happy that Solus may become more secure it doesn't change the fact that over half of our nodes were completely wiped when the vuln became public. If we didn't take backups of every VPS we host on a remote node, we probably would have been forced to shut down.
We can hold off on the WHMCS replacement, but we want a SolusVM replacement as soon as possible. And once again, pricing can be negotiated.
Making a secure VM panel in theory may not be that difficult, you could potentially encrypt all information on a VPS by a users password. On the downside, however, admin side of the panel would be practically nonexistant. Another security measure would be to enforce 2 factor authentication before any actions at all are accepted into the panel
