I recently opened a jpg in notepad and ended up reading the first 3 chapters of Mein Kampf.

Try using an FTP client such as filezilla, it should give you an error in the log if you are unable to delete the file. When it does, give us the error.

Oh shi, Because I am a dumbshit and don't know what that means I looked it up on google and got secure copy folder blah blah,

and I realised didn't try moving the directory (Oh god I'm going to get so many boxes for this)
I moved the directory and then the folder showed up as empty and I was able to delete it.

All I can say is I am an idiot, sorry for wasting everyone's time
