A) Edit SMF/vBulletin to add features (Tabs at top for donation page, Announcement bar, Donation status bar, Link account to in-game SteamID so they can donate and be added to VIP automatically, etc)
B) Code a forum
C) Use another forum software as a base but completely edit it.
A is easy, B is crazy, and C is getting there.

A) Simple enough. - £10
B) Would require alot of work to make an entire forum from the ground up, £125. Honestly I wouldn't advise it, as much as it would make it unique there are plenty of freely available scripts already in existance released under licenses which allows them to be modified extensively.
C) £20-£70 - though that would naturally be on the condition that the Forum script you want is permissable by the original authors to be modified. Price would vary depending on the amount of editing required. If you mean say take PHPBB3 and install a number of modifications and add some of your own personally requested additions this would be towards the lower end of the quotation.
