Well I am trying to teach myself HTML, and was looking for a good web hosting site that is free, so I can work on a site to educate myself. Anyone know of any web hosting sites, or any good HTML coding resource sites?

It is completely free, you just have to renew it after 1 year.
I can also suggest [url=http://bplaced.net/]Bplaced[/url] as a hoster, the only problem is that their servers are located in austria. Besides, they offer 8 MySQL databases, 2gb space, "unlimited" traffic/bandwidth, no file size limits.

I've used 000webhost for a long time. Why is it bad?

I used it from Dec 2007-Jan 2010. Just a little bit of the shit I've had to endure with them.
- They used to use CPanel as their control panel but they abruptly switched to their own crappy panel without warning/user's opinions. And for a long time after the switch, they still advertised CPanel for free hosting. Not only this, but they change shit all the time without even documenting it.
- They seem to have a hit cap for each user who visits one of their sites - if you visit a 000 site where you click/send data a lot (such as a forum), you'll probably be blocked after visiting the site/doing this about 40 times a month, being redirected to a white screen whenever you access it. They claim this is DDoS protection (which is questionable - since you can't bring down a website with a few small visits over the course of a fucking MONTH) but they remove the cap if you pay for hosting. And yes, they will even do this to the owner of the website. I'm not referring to bandwidth - I still had tons left when this happened to me multiple times, and other visitors could still see my site.
- Their support system is crap. They'll randomly close open tickets that are unresolved even if you are trying to get more help. They ask you to post on the forums, but that's the next part:
- The forums. Oh god. The only real admin there can hardly speak English, yet - from what I remember - there are no sections there for other languages. He's also unhelpful/rude as hell. The people behind the forums are also nazis. Few examples: When I asked about the DDoS "protection," and he explained that it was "protection" and required a fee to have removed, several other members complained about it. Everybody in the thread who said something slightly negative was perma'd and the thread was deleted. Great way to handle suggestions, right? An earlier time, when I said I came from another webhost and needed help or something, I was infracted because I gave the name of the host. The reason? Advertising.
- The MySQL server is remote, and almost every time I've used a forum/blog/whatever it was slow as fucking hell. Took like 2 minutes to begin to load the page.
The only advantages 000 has over my new preferred host - Zymic - is that they allow virtually any filetype and offer mail (though most domain services offer this anyway). I'd sacrifice that for the usability of my site, though. I'm never going back to 000 and I say good riddance.

I also noticed CPanel is more easier for keeping track of your things.
The MySQL server crashed every week for me during 2010 so far.
I'll try Zymic. I also used [url=http://5gigs.net/]5gigs[/url] for a long time and I thought they were very good for me at least.
....Why do you need a webserver? If it's just HTML/CSS like you said, save your shit in a folder on your desktop and open it in your browser when you want it. And when you want to share it, use dropbox (as you probably already have that anyway).
Couple things,
1) You can set up a webserver with XAMPP, or if HTML/CSS, then you can just run in from a folder and view it in a browser as there would be no serverside processing.
2) If you are using a free service and they change shit on you... It doesn't matter. If they just decided to lol-cut-off-service it doesn't matter. Just stop using them.

Hosting24 (the paid variant of 000) has the hit cap too, actually. I asked LiveSupport about it and they confirmed it.
It's bullshit.
Hosting your own server at home is a good way to learn about server administration, but it can be challenging and if not done correctly it could open up your home network to attack.
Also, I know its not free, but check out NearlyFreeSpeech.net. Its a Pay as you go host where you only pay for the resources you use which is good for small sites.
Zymic is awesome!
If you're learning why not just use your own computer? Enable PHP and a MySQL server and you'll be able to test mostly anything you want.
