Does anyone else think this would be awesome to be able to use HLSW on your Android phone? Also can anyone make it?

No.
There do already exist server-watch apps with rcon support for Android. But they aren't really good.
Then make it a good one. And make it for the iPhone too.

Well, I dunno about anyone else, but all throughout my time running gameservers, I've never felt the need to use RCON from my phone.
