Email Distribution Services - Any Reccomendations?

I've got a client who in addition to facebook contacts, is compiling an email list with separate clusters of people that he wants to be able to blast with news emails regarding his band.

I'm looking for:

Multiple groups I can send different messages to
Image/html layout support
Ease of database updating - an option to import .csv or .txt files would be superb
Reasonable price
Reliability and strong IP whitelist credentials

I found this website, which seems to do a pretty good job of reviewing but I'm skeptical of bias.

In my experience it works very nice - both reporting wise, importing wise (they have an API as well), sending, creating, you can make groups very easily by making a list and making subgroups on that list (people can be a member of several subgroups at once)
