This is the site I'm working: [url]www.Resources-Here.com[/url] I think it looks shit. How could I make it better and what should I do with the banner? I'm no artist :( I'm now using Photoshop to create nice looking layouts.
Im no expert but here are some of my thoughts: The colors clash horribly with the background Dont use impact as a font gradients aren't very good unless used right The background is really bad

- Horrible background - Horrible fonts. - Ugly gradients - Title is bad - Horrible choice of colors.[B] - Offering services that you need to use yourself (Please, for the love of god don't try to write tutorials, it looks like you just started)[/B] - File uploading, judging by what I see a simple injection will take over your website. - Obvious copy pasting of code on the PHP testing page (button says login?). I'd say sorry for being so aggressive sounding, but there's no other way I can put these points over to you.
Pretty much what PieClock said, you really need to look into other more friendly designs. Get a color scheme that looks good and works well for what you're doing. Also, learn languages properly.

Another honest truth. This site will fail, because there are a million sites like this already and the good ones are much better than yours. (w3schools.com). Check out some websites that display other good websites for inspiration. The only problem with that, (and I've been here) is that you may make a site that you think looks as good as another one you've seen when it actually looks terrible. And only later you may look back and realize how bad it looks.
Right off the bat, before your shitty graphics and typefaces, work on your colour schemes. You need something that meshes. try Kuler. It will at least give you a set of colours to use and stick to that don't look like ass. [url]http://kuler.adobe.com/[/url]

The background really doesn't suit what you have there... I'm not a real fan of the gradient either.

Make a design in Photoshop. Slice it. Set it up in div tags. Success edit: also, keep it simple, and avoid making it all boxes. here's something i've done. a few lines and that did the job well.
