How would I get a loading screen picture to auto scale?

Hey!
Recently I have a 1900 x 1080 loadingscreen. But it doesnt fit some peoples screens. Like say you have a monitor that is smaller/bigger than 1900 x 1080. It would be scrollbars or just not fit. How would I fix this?
