I'm not entirely sure if this is the best place to post this but I am assuming so since it would be where I could find the coders i'm looking for. If it's not, could a moderator please move my thread to the correct spot and notify me of the change.
Basically the problem I have is time. I have grand ideas but with my team and myself all being in work, school, etc. it's hard to find the time to code such a thing without it taking like half a year or more.
What I have is a .psd design that I made and the ideas of what I want it to do and how I want it to work. For languages, i'm not entirely sure what will be needed in the end (as i'm just the designer and not the coder) but if you can look at the examples of the sites I provide, I hope it can help.
This is for a Habbo fansite which I own. My examples are all official fansites sponsored by Habbo Hotel:

They are similar to the type of site i'm wanting to achieve but i'd like to be better.
Have:
- photoshop made design by myself.
- forum user system
- site user system
- Numerous departments/sections
Departments:
- Radio
- Events
- Graphic Generators
- Media Articles / Newspaper
- Game Guides
- Forum
- etc.
(sections could range from 10-15 in quantity depending on the purpose)
Want:
- Most importantly is that we will pay you to help us get this done.
- I am wanting to make this site be very user friendly and customizable per person.
- I would like the home screen to be customizable to the individuals desired departments, interchangeable in a couple sizes and moveable on the screen. (Presets and designs all provided for each size of course). There should be an 'edit my page' option which will allow them to customize it similar to how you would customize where your apps go on your phone, but also incorporating a size changing option to give emphasis to the functions the user is most interested in.
- I would like our vBulletin forum integrated just as HabboQuests and ThisHabbo have theirs, and I would like to have my two user systems merged (all users on site system should be within the forum system give or take a few.)
- I would need you to be able to work with us about our ideas and my coders would want to be involved too (since we're still here and have been here and active, just busy with life).

Quite steep. Bit insane for something we already have designed.
I'd more look into the project as a whole and then have an end price for the work done, not hours spent.

You guys might want to look into what an "idea guy" is... Hint: It's not a good thing.

60/hr is not steep at all for independent contractor web dev work, and anyone who's giving you fixed project prices instead of an hourly rate is calculating that price using an hourly rate anyway and should also be charging you more for scope changes. In my experience, working with a direct hourly rate with clients + being up front about how long you think things will take is a way easier way to run these types of projects because you remain way more flexible when the inevitable scope changes happen.
That being said, this type of project can be a good way for newer devs to get their feet wet. You can probably find someone willing to do it for less, but you get what you pay for.
$200/hour + free oranges. Seedless oranges.
I think there are other websites that offer freelancer coder services out there.
I don't think there are many people here that can help you with anything other than jeers and ridicule here

I hope you guys understand what this man is asking for. He's pretty much asking for a website where all the main view components have drag-n-drop functionality and moving containers around the page, right? I know how this could be accomplished.
I understand you have a forum, but do you have a web site? You say you have a site user system, but what does that even mean? What is your current tech stack looking like? Feel free to PM me the site.
I understand you have all these grand ideas, but you gotta think about it in smaller steps to get there. I would be willing to talk more about some opportunities for me to contribute.
