As Nuclear Arbitor said, motorcycle helmets and there are some motorcycle helmet props lurking on Garrysmod.org and the workshop, now combine those with the Human Riot Officer models and you've pretty much got what you are looking for.

You could just, do it in game, just no-collide the helmet prop on the other model I mentioned and hey presto done and if you have photoshop, do the umbrella patch in editing.
